Lots of fuel runs out of the 1/16 inch pipe fitting under the choke. I assume that means the carb is flooding. how do I stop that?

Fuel collecting in the intake throat of the carburetor is almost certainly due to a malfunctioning float valve. You may be able to correct the problem by disassembling the carburetor and cleaning the seat of the valve using a 3/16” wooden dowel.
Sand a blunt point on the dowel, and press it against the seat while you rotate it back and forth.
