Having just completed my rebuild I would like a concensus on how tight should all bolts be that are not specified in the manual. What I have done is set them for 15ft lb's tourque. Any thought's

John,You should not approach unspecified fasteners with an arbitrary torque value. The reason that torque values are not given for certain fasteners is because there is no cyclical load present that requires a torque value to be established. Where no torque is specified, you simply have to tighten to a point that feels proper for that particular location. In many cases, you will need to tighten very sensitively lest you risk causing a particular fastener to fail. Water jacket side plate bolts are a good example where an arbitrary torque value (say 15 foot-pounds) would likely cause those bolts to pull out if the threads are deteriorated, whereas 10 foot-pounds would be perfectly OK.

I understand what you are saying, but what was not in my posting is that I did tighten all bolts useing an 8in box wrench by hand to what I thought was reasonable, then checked with my torque wrench and found the average close to 15ft lbs so set them all to the same.

John,
What you did is perfectly OK as long as you didn't tighten some fasteners beyond what was necessary or back of some that might have been better left at 18 or 19 foot-pounds, just so you would have a consistent 15 foot-pounds on all fasteners.
