Checking oil...

Is it best to check oil level when the engine is cold and has been sitting or just after it has been run for a while and is fully warmed up? I want to get to the full mark in which of these situations?

I'm not sure if there's a right or wrong answer to this question, but I always check my engine oil cold. This is mostly because I check the oil before using the engine.
