Replace Hot Exhaust

My 1977 Atomic 4 needs a hot exhaust section replacement. I think I can use Sc 40 ss 304 fittings to replace the rusted parts. The bolts holding the flange to the exhaust manifold are corroded in place. Cleaning and spraying with penetrating oil has not worked. Should the manifold be removed for bench mounted service? Should the bolt heads be ground off to extract the flange? Is it likely the shanks will be removable if the bolt head removal is attempted?

Any suggestions or comments are greatly appreciated.
