Question Muffler

Is the standpipe that mixes the exhaust gases and water considered a muffler? If not then I am going to have to figure out the placement of one where there never was before.

The standpipe or "muffler that's actually a water lift" do the same thing. They mix the exhaust and water to force the water out and that quiets the exhaust.

When using a dry stack (not a header) mufflers are usually installed.

Do you have too much exhaust noise?

Just wasn't sure if the standpipe was considered one as that's where it first mixes or if it lowered the db enough. There's nothing else in the boat but a straight run to the thruhull and Regs (Cdn ) says there has to be a muffler.

Well, you're probably covered but maybe not

Tac provided the Canadian standards last week and noise reduction is mentioned within:

Construction Standards for Small Vessels (2010) - TP 1332 E
Appendix 3 Noise Reduction on Power Driven Vessels

1000. (1)
No person shall operate or permit another person to operate a power-driven vessel unless it is equipped with a muffler that is in good working order.

3.1.1(3)
A muffler is an expansion chamber within the exhaust line specifically designed to reduce engine exhaust noise.

This last section is where you're straddling the requirement with a standpipe. The standpipe is certainly an expansion chamber and it does reduce the exhaust noise level. So far, all good. However, it is not specifically designed to reduce engine exhaust noise. There are marine silencers for that. Centek in particular offers a line of VernaTone silencers.

If it were me, I'd stay with the standpipe and call it good. When it becomes an issue you can make a valiant argument re: expansion chamber as specified in the standard. If you lose the argument, drop in a VernaTone.
