thread locker for below waterline- SS to bronze

I am about to reinstall my rudder that I have rebuilt.

The rudder has a cast bronze shoe that fits to the bottom of the skeg with 2 5/16 flat head stainless steel bolts. The bolt heads fit into a recess in the shoe, pass thru the skeg (about 2 inches) then thread into the other side of the shoe.

This is the only support for the rudder. It worked for the past 40 years, 20 in my experience. When I disassembled it a few months ago the bolts came right out with a good crank on a screwdriver.

The shoe fits close to the skeg but I wont put adhesive because disassembly would be very difficult.

I am not too worried about the bolts loosening, but some thread locker would be nice to use.

guys, what do you think? What would you use?

Btw, the shoe is the lower pintle, with a nub that mates with the lower end of the rudder post.
The shoe has been cleaned up and a new bearing was made.

If it's any help, I believe that a couple of the prop and shaft zinc manufacturers use Vibra-Tite and others just specify 'Loctite'.
